Abstract

The Municipal Development Plan of Ahome 2021-2024 was the product of a Democratic Planning exercise and, in it, its content revolves around 5 axes of government and it is of interest to study its content, to evaluate if the expectations of this period, the public policies, program or concepts of circular or sustainable economy were in line with the economic growth and development of the Yoreme Mayo indigenous people, considering that their main problem is to defend the Cultural and Natural Heritage of the Santa María Topolobampo Ohuira Ramsar Site, a struggle that has been going on for more than a decade, against the interests of German-Swiss capital and national partners, that is, a sample of the fight against neoliberalism.
